PUBLIC NOTICE OF SURFACE MINE
BLASTING SCHEDULE
In compliance with Section 4 VAC 25-130-816.64 in Chapter 19 of Virginia Coal Surface Mining Control and Reclamation Act of 1979, notice is hereby given that the undersigned, having been issued Virginia Coal Surface Mining Permit Number 1402382 located in the watershed of Dismal Creek in Buchanan County, Virginia, will be conducting blasting on the area covered by this permit.
The blasting will comply with applicable state and federal laws. Blasting will be conducted during daylight hours only from sunrise to sunset, six (6) days a week, Monday through Saturday. Blasting will be conducted from September 9, 2026 until September 9, 2027.
At least ten minutes prior to any blasting activity, access to these areas will be blocked to prevent unauthorized entry. An audible warning will be sounded with an air horn or siren giving three long blasts to signal that the area is clear. After the area has been checked one long blast will signal “all clear, ready to fire”. After detonation has been approved by a certified person, three short blasts will be sounded to indicate that all is clear.
Blasting will not be conducted at times significantly different from those listed except in emergency situations where weather or public safety requires unscheduled detonation. Should such a situation occur, access will be blocked and warning signals given as described above.
