The Black Diamond Company of 1073 Riverview Street, Grundy, VA 24614 is applying to the Virginia Mined Land Repurposing Program for reissuance of NPDES Permit No. 0082067.
The operation is located in Buchanan County along Bee Tree Branch of Cow Fork and along Middle Fork of Hunts Creek, directly off Route 610. The permit is situated on the Elkhorn City USGS 7.5 Minute Topographic Quadrangle Map. The acreage for this operation is 53.06 acres.
Surface runoff from the permit will be discharged into Middle Fork of Russell Fork of the Big Sandy River. The existing discharge locations may be viewed on the Renewal Map which is attached in Section 21.2 of the application. Additional discharge details are available in the NPDES Application attached in Section 5.15 of the application.
Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of (October 22, 2026) submit written comments or objections concerning this application and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
