The Black Diamond Company of 1073 Riverview Street, Grundy, VA 24614 is applying to the Virginia Mined Land Repurposing Program for renewal of Permit No. 1202170, to continue the operations at the following location:
The operation is located in Buchanan County along Cow Fork of Grassy Creek and is approximately 2.3 miles NE of Breaks, VA. The permit is situated on the Elkhorn City USGS 7.5 Minute Topographic Quadrangle Map. The acreage for this operation is 56.67 acres. Drainage will pass through sediment control structures and will be discharged into Tilley Fork and Abes Fork of Russell Fork of the Big Sandy River. The existing discharge locations may be viewed on the Renewal Map which is attached in Section 21.2 of the application. Additional discharge details are available in the NPDES Application attached in Section 5.15 of the application.
Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of October 15, 2026, submit written comments or objections concerning this application and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
