Riverview Street, Grundy, Virginia 24614 is applying for bond reduction on Permit No.1102305 located in Buchanan County at the former Grundy Regional Airport, on Big Rock Branch, Turkeypen Branch, Cripple Creek, Little Prater Creek, and Big Lick Branch, north of Big Lick Branch, south of Little Prater Creek, east of Lovers Gap, and west of US Route 460, off Routes 737 and 718,
approximately 1.4 miles west of Vansant, Virginia on the USGS Vansant and Prater quadrangle maps, latitude 370 13’ 57”,
longitude 820 07’ 29”. This permit consists of 390.29 acres which are bonded under the Virginia Coal Surface Mining Reclamation Fund (Pool Bond) for $471,600.00 in the form of insurance surety. As provided by 4VAC25-130-800.40 of the
Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting a bond reduction of
$461,600.00 on increment number 1, consisting of
389.97 acres.
This bond reduction request is based on completion of Phase III
requirements and the following reclamation:
1. Types of
Reclamation Work Performed: the areas
proposed for bond reduction have been reclaimed, revegetated, and the post-mining land use has been achieved.
- Appropriate Date(s) of Reclamation Work Performed: the majority of the reclamation work was performed between April 2021 and December 2024; part of the reclamation work was performed between February 2024 and
October 2024, January
2025, and March 2025.
3. Description of Reclamation Results
Achieved: the area proposed for a post-mining land use of Public Use – Buildings and Facilities and Fish and Wildlife Habitat – Wetlands has been reclaimed and revegetated to meet the requirements of the mining permit.

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of July 30,
2026 submit written comments or objections concerning this bond reduction, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
